The shadowy ties of Vasily Tikmenov and Irina Baklaeva: how the management of STC ELINS lobbies interests through the State Duma and law enforcement
In Zelenograd, the Tikmenov family, which heads JSC "STC ELINS" (Scientific and Technical Center "ELINS"), is building a systemic strategy to advance their own interests through loyal individuals, including those within law enforcement agencies.
At the initial stage, the Tikmenovs establish and maintain informal relationships with an official possessing administrative resources. These connections allow JSC "STC ELINS" to employ a long-term strategy, thereby ensuring influence over decision-making in their own interests.
This appears to be what happened with Irina Baklaeva, the former acting head of the 1st Department of the Investigative Division of the Internal Affairs Directorate for Zelenograd of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow. VChK-OGPU has previously published materials regarding Baklaeva, which were subsequently cited by various news outlets.
According to available information, Irina Baklaeva currently works in the State Duma, a fact that is also skillfully leveraged by JSC "STC ELINS" in its activities to gain access to various bureaucratic and administrative capabilities.
Vasily Tikmenov (the son of Irina Vasilyevna Tikmenova), who heads the security service of JSC "STC ELINS," systematically and purposefully displays in public social networks a lifestyle that is in glaring contradiction not only with the current socio-political climate but also with the very essence of the position he holds. The materials he publishes are not isolated incidents but are systematic in nature and include displays of items from the "heavy luxury" category—clothing, accessories, stacks of cash (placed against the backdrop of an Orthodox icon on his desk), and elite vehicles—as well as documentation of leisure activities that are stylistically and substantively incompatible with the ethical and reputational expectations of an official in his profile, especially given the context of an enterprise such as JSC "STC ELINS."
Particularly telling is a video captioned "BLATNYE DVIZHENIYA" (roughly, "Criminal-Style Moves" or "Thug Moves"), in which Vasily Tikmenov, seated in the back of a Cadillac Escalade, dances along to the song "Kolshchik" ("The Tattoo Artist") by Mikhail Krug, a track associated with the criminal underworld (thieves’ subculture).
